Grants Workshop 2000 Attracts Big Crowd

welcomes everyone to the workshop.

NATCO welcomed 118 visitors June 7, 2000, for the first South Shore Grants Workshop. Five guest speakers handed out tips on how to apply for grants from foundations, such as South Shore Foundation, which is the charitable foundation funded by NATCO. On the lighter side of things, a comedy skit emphasized the wrong way to apply for a grant, entertaining everyone. Participants responded with compliments as well as suggestions for future workshops. NATCO thanks each of you who took the time to attend, and we will notify you of our future workshops. The Conference Center was set up like a classroom allowing participants to take notes and use the extensive handouts South Shore compiled from many sources. Advice given by the guest speakers included:

  • Every application for a grant won't be successful, so keep trying, said Dr. Steven G. Sanders, South Shore Foundation president. He said to target your application, meeting the guidelines of the foundation or agency.
  • Do research on the funding agency or foundation and the types of grants available, said all speakers.
  • Block grants are available for smaller towns ($100,000 per year per Congressional district) where a certain part of the population is low to moderate income, said Richard Harris, grants coordinator in the Arkansas Department of Rural Services. In-kind matching is allowed and the ratio is three grant dollars to one matching dollar.
  • To be eligible for most grants, groups should acquire tax-exempt status of 501(c)(3) from the Internal Revenue Service, said Elizabeth Norell, formerly with the Council on Foundations.
  • Fire Protection Grants and Rural Community Development Grants ($600,000) a year are awarded in three cycles. Coming deadlines are August 30 and Nov. 29 this year, and March 28, 2001, said Pam Ullrich, grants coordinator for the DRS.
  • Books in the reference section of your library, Web sites with links to foundations, and commercial data bases can all help a grant seeker target foundations with funds available, said Allen C. Benson, of Arkansas State University Mountain Home.
  • Recognition of volunteers and volunteer training were the main topics addressed by Joyce Dhonau, of the Division of Volunteerism, Department of Human Services.
  • Network with other people to learn more about funding, said Dr. Sanders, starting with the Grants Workshop 2000.

A PIC in Time...Saves Money

Long distance service can be complicated, no doubt. But, with these tips, you can avoid receiving a bill based on high rates because a long distance company did not set up an account properly. Just like the adage, "A stitch in time saves nine," so a PIC in time can save you big money. PIC stands for preferred interexchange carrier.

If you, as a NATCO customer, select a new long distance company, notify NATCO of this change. "Call a customer service representative, and we can check it for you," said Customer Service Manager Melissa Merkel. Some things that could go wrong include:

  • The long distance company may not have set up the NATCO customer's long distance account properly.
  • The long distance company may not have followed through and provided the billing agent (NATCO, in some cases) with the complete data to allow accurate billing by the agent. A PIC identification to the billing agent (NATCO) will be necessary.
  • Switch over delays and errors may result in very high per-minute rates for long distance calls. If high rates do appear on your bill, please call NATCO Customer Service for a possible re-rating of the bill. If NATCO is not notified, such errors may continue for as much as several months and nonpayment may result in loss of telephone service. However, if you notify NATCO that there is a problem with a long distance carrier as soon you notice it, NATCO will help research the problem for you.

NATCO receives only a small amount of the long distance charges that appear on the bill. This amount reimburses NATCO for the portion of our network the long distance carrier uses in completing the call. NATCO does not offer interstate long distance services at this time and is only the billing/collecting agent for some long distance companies.

By taking these steps, you will guard against high rates for long distance calls when you switch long distance companies.


Do You Want to Stop Commercial
Telemarketing Calls at Home?

Place your number on the Arkansas "Do Not Call" list. Registering for the "Do Not Call" list will stop commercial telemarketers from calling you at home. The fee for this service is $10 per telephone number the first year and $5 each following year.

The "Do Not Call" list is a service by Arkansas Attorney General Mark Pryor's office in response to requests from the public. If you have questions, you may contact his office at 1-877-866-8225.

Under guidelines of this program, passed by the Arkansas legislature in 1999, you may still be called in some instances, such as the following:
  • By anyone with written permission to call you
  • Regarding an outstanding debt or obligation
  • By volunteers calling on behalf of charitable organizations
  • By newspapers regarding advertising or sales
  • By banks on business other than credit card offers
  • By some groups of businesses: motor vehicle dealers, insurance agents, real estate agents, funeral establishments or licensed investment brokers regarding the sale of their products and services.
  • Businesses with whom you have had a relationship within the past 36 months.

Spotlight on ADSL
Flippin Computer User Very Pleased With New ADSL

Ted Lamkin, a computer user in Flippin, became the first NATCO customer to install our new ADSL service. He did so for the high speed Internet access ADSL offers (30 times faster than the 56K modem) and the ability to run any Web programs he wants to. "I load pages off the Web in a fraction of the time it took me before...2 or 3 seconds even with a lot of graphics on the pages." He adds, "Anyone who gets online would love ADSL...unless you just like waiting more than working or playing."

Lamkin says he is currently working on a store front to sell items online. "I couldn't do that with anything less than near-T1 speed, and with this I get (usually) a little better than that."

With ADSL - which stands for asymmetric digital subscriber line - the Internet service is "always on" so there is no logging on and off. In addition, ADSL allows a person to be on the Internet while also using the phone line for conversation, faxing, data or video. Lamkin said he wasn't aware of that feature until ADSL was installed. "I do love that feature."

Lamkin has been a computer user for five years and is studying to become a Microsoft Certified Systems Engineer while he works at another job. He knows most Microsoft and Linux operating systems. His outlook on technology combines both business and leisure use of the Internet. "Now, in the 21st Century, this is a tool as well as a toy. I do a lot of online work, and I also use it for personal use a lot. Multitasking is great."

Were there any problems for the first ADSL customer at NATCO? "I had a defective modem when I first got the ADSL, and Bill Hunt of NATCO's Central Office, actually brought me out a new modem (house call!). I got great service and fast responses to my problems." Lamkin said once the ADSL was set up, it was problem-free. "A big perk is no busy signals and no dialing." ADSL service is provided on the customer's own dedicated line so it is not affected by other users going online.

Lamkin would recommend ADSL for anyone who likes to download or send stuff to friends. He said it is great for surfing. "The pages load up so much faster, it is amazing."

He thinks businesses which want to have an online presence would also benefit greatly. This customer thinks the price of $65.95 monthly for uncapped bandwidth is, "Actually very reasonable."

ADSL converts existing telephone lines into paths that can carry multimedia and high speed data communications, according to Steven Sanders Jr., NATCO vice president and plant manager.

Just as we do our telephone customers, we send everyone shut-off notices before terminating service. If your Internet service bill is not paid by the shut-off date, your account will be canceled and a $20 reactivation fee will be required to turn the service back on for you. During this downtime, your e-mail address/account login could be reassigned to someone else and you may also lose e-mail sent to you. Web site customers could experience restrictions in access to their site if their bill is not paid.

A key to success in this, the Information Age, is computer literacy. Young people are learning how to use computers in school, but some adults may have been bypassed and must learn on their own. We recently learned that AVNET is helping their employees to acquire computer hardware and software with an interest-free loan program. NATCO Technologies partner Brooks-Jeffrey Marketing, Inc. has won two APEX '99 awards, one for creation of the South Shore Foundation Web site, www.southshore.com, and another for cover design of the Ozark Regional Telephone Directory. From nearly 5,000 entries, a panel of judges chose 1,146 winners of Awards of Excellence. The panel of judges included editors, publishers and former journalism professors. According to contest officials, "APEX Awards are based on excellence in graphic design, editorial content and the ability to achieve overall communications excellence." These two national awards bring BJM's award total to 27 since 1984.

The South Shore Web site, www.southshore.com, serves as an electronic community for the area located along the south shore of Bull Shoals Lake. These communities receive telephone and telecommunications services from Northern Arkansas Telephone Company of Flippin, the parent company of the South Shore Foundation.

Steven Sanders, NATCO president and a trustee of the South Shore Foundation, congratulated Brooks-Jeffrey Marketing, Inc. on receiving the awards. "The South Shore Web site is a comprehensive online directory for the South Shore area. It includes maps and tours, contacts for city and county government offices and schools, links to hospitals, colleges, area businesses and chambers of commerce."

"What's New" on the South Shore Web site takes readers to news about the South Shore, grants awarded by the South Shore Foundation, and news articles from Arkansas Parks and Tourism Department featuring the area. The site also hosts an online catalog of South Shore area souvenirs, weather information and forecasts, a calendar of events and online yellow page listings.

"South Shore Online Yellow Pages continue to expand as area businesses set up their own Web sites," said Sanders. "Any area business that has its own Web site can be listed free on our South Shore Online Yellow Pages by e-mailing the Link Request Form to us. There is no charge of any kind for this listing," he said.

The second award, for the cover of the NATCO and Yelcot telephone directory, is for design of a front cover with full color photos illustrating the directory's theme, "Technology for Tomorrow...Today." The back cover contains scenic photographs of the South Shore area and a view of Bull Shoals Caverns.

Cookies or Monsters

Computer users have developed new words, phrases and symbols to describe the Internet's phenomenal functions. In addition to creating new words, they've assigned new meaning to some of the most familiar words in our language. Cookies is a perfect example.

Those in computer science use the word "cookie" to describe a piece of data that is held by an intermediary. The computer gurus who gave "cookie" a new meaning may have been inspired by the fortune cookie - a popular little package that holds information inside an edible shell. Cookies are small text files (usually less than 4kb) that are sent from a Web site to the browser on your computer. Some cookies stay in your computer's RAM (random access memory) while others are stored on your computer's hard drive.

Cookies were first used to store a user ID and password for a Web site. This use allows you to repeat a visit to a Web site without re-entering your user ID and password. The Web site requests the cookie from your computer, and receives it. In this case, the information is your user ID and password. Cookies can also personalize a Web page without necessarily identifying the user.

Web site owners and advertisers use cookies to track online use habits and preferences. You receive a cookie from one site and it is retrieved from another site.

Though cookies provide users and Web site owners with numerous benefits, many Internet users and privacy advocates are concerned about the invasive nature of the technology, since they track where you've been in the Internet.

The newer versions of Netscape and Microsoft's Internet Explorer allow users to block or screen the cookies sent to your computer. For specific information on your browser's ability to manage cookies visit the browser's Web site.


Web Site Visits Can Create Large Toll Phone Bills

Before you download any free software, read the fine print. Some of the more advanced Web sites now require users to download special software in order to see or use the information stored on their Web site.

While the software is free, the results can be a surprisingly costly toll call bill.

Many of the free, specialized software programs provided by Web site owners feature a new technological trick: Before or during your visit to the Web site, their "free" software will automatically disconnect your computer from your modem access and dial up the site over your phone line. The result: a costly toll charge that's billed to your phone number.

The key to escaping this trap is to read all the instructions and disclaimers provided with any software. If you're uncertain about the function, don't download the software before you clarify its function and use.

While it takes some time to peruse the fine print, it is time well spent. You - not your Internet Service Provider or phone company - will be responsible for toll charges incurred.

Quicken Reconfigures E-Mail Address

A NATCO Technologies customer recently reported that after installing a new version of Quicken software onto their computer system, they were unable to receive e-mail.

After reviewing the settings in Quicken, the customer found that Quicken had automatically reconfigured the Pop3 server address which prevented the machine from receiving e-mail as usual.

Before installing any software, including Norton AntiVirus, make sure you understand how it will affect your other software settings.

No Major Outages After May Storms

Many NATCO employees worked extra hours and weekends in late May to survey telephone lines after a tornado touched down in Diamond City May 18, followed by another severe storm the night of May 24. NATCO Vice President and Plant Manager Steven Sanders Jr. said the Outside Plant Department, Central Office, and Dispatch Departments had a lot of extra work to do. But, there was a positive "silver lining" to the dark clouds of the storms: No major outages of telephone service.

A few lines to homes did get blown out, Sanders said, but these instances occurred to customers on an individual basis.

NATCO's ability to keep the phones working was largely because the company had just completed a five-year project to bury all telephone cable. "This turned out to be a huge lifesaver," Sanders said. The generators put in place during the Y2K preparedness effort in 1999 also provided backup power when the electric power supply was interrupted.

"Generators we had purchased guarded against loss of service in this instance," Sanders said. "Surveying the lines after the second storm made it a challenge for employees to get things in order and to keep up with the normal workload," Sanders noted. He saluted NATCO employees for their extra efforts.


South Shore Soccer Ready to Start Play

The South Shore Soccer Association for children and adults will kick off play at the end of September at two locations, Hickey Park in Flippin and Bull Shoals City Park.

Teams are forming for the following age groups: Under 6; Under 8; Under 10; Under 12; Under 18; Under 35; Over 35. A Level II division will play in tournaments and will travel as the South Shore Strikers. The new association is interested in hearing from volunteer coaches, assistant coaches, parent team managers, referees, sponsors and supporters. Training will be offered in all areas.

Ozark Mountain Region Invites the World to Visit the Ozarks

A lot has changed in the field of advertising in recent years. Just ask the members of the Ozark Mountain Region Tourism Association. Now, a person who has never heard of Jasper, Marshall, Harrison, Yellville, Flippin or Mountain Home, Arkansas, can see our Ozarks while he or she is still at home sitting in front of a computer. Furthermore, that potential traveler can start planning a vacation here INSTANTLY!

One technique is to request information by using the automatic e-mail feature which Ozark Mountain Region provides on its Web site: www.ozarkmountainregion.com. Ozark Mountain Region is a five-county tourism promotion association whose members include marinas, motels and hotels, resorts, restaurants, RV parks, realty firms, and any other business that wants to stay in touch with tourists.

Here is how OMR automatic e-mail works: A city dweller in Boston or Dallas (or anywhere else worldwide) might want to take a trip. That person can access the Internet and use keywords such as Ozark Mountains on the Yahoo! search engine (or others). The Ozark Mountain Region Web site will be one that pops up as a choice.

Then, the Web surfer can view the photographs and read all about the Ozarks on the Ozark Mountain Region Web site. If the person likes the looks of a mountain stream like the Buffalo National River (who could resist?) or a lakeside camping area on Bull Shoals Lake, that future visitor can immediately write a short message to request information from sponsors of the Web site - that is, OMR members. With the electronic inquiry, the potential visitor may request information about a certain area or one or more favorite activities, like canoeing, fishing, shopping, or real estate, etc.

Potential visitors have commented upon the great response they have received from OMR member businesses when they e-mail OMR for information. The Web site is designed to provide numerous responses because each eligible member of OMR receives an e-mail copy of every request for information. Then, each business can respond.

Although the Ozark Mountain Region Web site is just one of the ways the tourism association promotes travel in the five-county region of north central Arkansas, it reflects the way families live today and the way they communicate electronically. The OMR auto e-mail feature has been in effect almost since the Web site was built three and a half years ago.

"Our Web site shows the best of the information OMR has put together over the years. It includes driving tours, extensive background information, a calendar of events, fishing license prices, fishing tips, and beautiful photographs. Plus, it gives that all-important direct contact to the people the traveler needs to get to know, our OMR members' businesses," said President Brenda Rush of Newton County. In an effort to promote towns in and around the South Shore, NATCO and its South Shore Foundation have unveiled new Web pages for area towns. The aim is to publish on the Web facts of interest to business investors nationwide and worldwide seeking to start or relocate a business. The new community Web pages follow the requirements set out for the University of Arkansas at Little Rock's program called Development Information Network of Arkansas.

"We asked NATCO Technologies partner Brooks-Jeffrey Marketing, Inc., our Web designers, to compile all the relevant economic and demographic statistics they could to present on the Web," said Dr. Steven G. Sanders. "So, we have links to the Arkansas Census State Data Center, Arkansas Industrial Development Department, and contacts for local industrial development committees and city government officials."

There are links to local chambers of commerce, information about utilities, city services, commercial property available in the town, and messages from mayors.

Town councils and mayors furnished photographs, and, in some cases the South Shore Foundation made it possible for additional photographs to be added to the Web sites.
